Tree cutting and protection. City of Saint-Bruno

Trees provide many benefits to the environment and to human beings, including the purification of the air we breathe.

Therefore, the City of Saint-Bruno has put in place regulations to protect them and to control their felling. Any intervention that could result in the death of a tree is considered as felling. This includes, among other things, the cutting of more than 50% of the living branches, which constitutes a very great shock for the tree. The felling of a tree is prohibited, except in cases where the tree is harmful to public or private property, dangerous to individuals, has an incurable disease or is already dead.

Since a dead tree represents a danger to individuals, infrastructure and objects, the City requires its owner to have it cut down.

Emerald Ash Borer

Once 30 per cent of an ash tree's branches have been damaged by this pest, the tree can no longer be treated. Municipal regulations require that an ash tree that has reached this stage of decline be removed. To prevent the spread of EAB, note that the removal or pruning of an ash tree must be done between October 1 and March 15, when the insect is not active. Be sure to ask about the City's arrangements for managing the debris produced by the cutting of ash wood. 

Tree cutting permit

In circumstances where this is necessary, you must apply to the City for a Certificate of Authorization. In some cases, a report from a forestry engineer will also be required. The City offers free consultation with this expert. The current fee for a Certificate of Approval is $30, except for the felling of an ash tree. Since this species is frequently infested with EAB, the certificate required for its removal is free of charge. A landowner who proceeds with the felling of trees without having first obtained a certificate of authorization is liable to a fine of at least $1,000, plus an amount for each tree felled.

Replacement of fallen trees

Following a felling, you may have to plan the planting of another tree. In fact, each private lot must have a minimum number of trees (not including hedges) and in specific provisions. In the area in front of the house, there must be at least 1 type II tree per 50 m². In areas of land that are not occupied by a building, parking area, service area or seclusion area, there shall be a minimum of 1 type II tree per 100 m². Type II refers to a tree species reaching a minimum height of 7 metres at maturity and having a minimum diameter of 2.5 cm (calculated at 30 cm from the ground) for a deciduous tree, or 1.5 metres in height for a conifer. Please note that ash trees may not be planted. Also, poplars, weeping willows, high willows and silver maples must not be planted within 15 m of a front yard line, foundation, main building and public utility.

Protection of trees during construction

You must ensure that specific measures are taken to protect the trees on your property when constructing or expanding a building. This includes the installation of a fence of at least 1.2 meters high around the trees before the permit is issued. This fence must remain in place throughout the work. You must also ensure that you do not expose the roots or change the grade of the land.
